Procedures should be created and implemented: (1) According to Section 14 of the Act, the official who has the power to decide on a matter, if there is no procedure provided for in the prevailing law to decide on a matter, he should prepare the procedure according to the nature of the matter to be decided and approve it from the ministry level. .
(2) The procedure according to sub-rule (1) shall be published for the information of the general public.
